Mr Hast said that he had a few hints to lay before the Council for the consideration of the Government during the recess. The first was that the property tax should extend to all property above and beyond £SOO in value. That bills of sale should express on their face the amount of money advanced. That in the event of bankruptcy or arrangement of creditors generally by the giver, within three months of filing, the bill of sale should be goad as against other creditors only for the sum so expressed, the donor of the bill of sale being at liberty to prove for the earn which would otherwise be secured by the bill of sale.
