A Kiefl paper gives the substance of the programme of a Socialist faction styling itself the Southern Workmen’s Alliance, This document, according to a St. Petersburg telegram, “repudiates the peaceful propaganda of revolutionary documents as inadequate, and recommends people to follow the example set by Ireland, and frame a system of threats, assassinations, and inoendi&rism—in short, an organised political terror.”
