THE NEW ORGAN OF THE REVOLUTIONARY PARTY IN RUSSIA.

The new organ of the Revolutionary Party in Russia has made its appearance, under the title of " Nerednia Yolia," i.e., " The Will of the People; or, Socialistic Revolutionary Review." It contains twenty pages octavo, double columns, closely printed on detached sheets ; the first page bears date October Ist, and at the end there is a correction of erratum, bearing date October 4th. In the first article the editors explain that the silence of the Revolutionary press is not to be attributed to the dissolution of the party, nor to the repressive measures of the Government, but is, in accordance with the intimation in the last number of " Zemla-i-Volia," that the publication would be suspended in the summer, to be renewed in the autumn—the summer, as is well known by every publisher, and as their last year's experience showed, not being a favourable time for reading. The editors add that they would much like to start again under the old title, "Zemla-i-Volia," but have not the right to do so. The former organ was conducted by a group of writers, themselves amongst the number, and, having diverged in their views as to the importance of opposing the Government, neither party has the right to use the old title. In this way they state tin staff of the present issue comprises part of the staff of the "Zsmla i-Volia," and it is to be understood that the new journal will advocate the same principles as those which were propagated by tbeir late organ. Bearing in mind the ever-changing relations taking place between the Government, society, the nation, and the Revolutionary party, so as to direct the activity of the party conformably therewith, a hard-and.fast programme cannot be adhered to. The end remaining ever the same, the means must be varied (without indicating in any way what these meanß are intended to be.) The editors conclude by appealing for the co-operation of their old friends of the " Zemla-i-Volia," as far as their views will allow.
