REPORT OF POVERTY BAY DELEGATE MORE SUBJECTS COULD HAVE BEEN HANDLED The report of Mr Shunmin, the Poverty Bay delegate to the annual conference of the N.Z.E-L, came before. a recent meeting of the local branch. Mr -Shimmin said, inter alia, that it was notable Jbat there was no reception! by the civic luiuthoritics- to the gathering, nor were the Minister, the director or senior inspector present. though they attended later. Among the subjects brought forward for discussion were the return of students to the university or college for further training; with 6300 teachers there were many calls on the provident fund; the delimiting of the boundaries of the various branches; the deductions of subscriptions of all teachers in Wellington. With regard to the legal assistance rendered in some cases, it was pointed out that the executive must decide what support should be g : ven. It was Hie guardian of the fund, which was tor tho good of the teachers. Some had unfortunately placed themselves beyond any help. Such topics were d s-cus-sed as having apprentices working half-time at school and half-time at their trade. This would mean double the number of apprcnUcos, of course, but all finally better workers. Textbooks and Aim Journal were criticised It was decided that at present one register for all teaches, primary, secondary. and technical, was impossible. The syllabus was a nrniinum curriculum (in England there wan more). The Minister bad favored the unification of the education service, while the- director pointed out. with regard to examinations, that the cxte nal examination was by no means universal in E.'.gland, but that the headmaster's certificate was accepted in the business world. This brought forward many arguments both for and against the proficiency examinajton. The delegate’s impression was that while a great variety of subjects had been thrashed out, many more could, have been dealt with.
