ZANZIBAR RIOTS

The commission which has been inquiring into the rioting at Zanzibar on February 3 announces that it is unable to exonerate the administration and the agricultural department, owing to the methods of applying the law relating to.the examination of copra for export.' The commission maintains that inadequate steps were taken to acquaint the wild mischief-making Arabs of the Intentions of the law, and also that there was a failure to instruct them on tho methods of improving copra. The coipmission considers that the
action of the police in firing on the
mob was justifiable and averted a pos- '*'■ sible massacre. The commission advises the Government to watch' closely in order to avoid similar outbreaks.
