The Times Geneva cerrjsspondent says that Anglo-'American negotiations have 'begun for a London conference regarding Germany’s naval strength. President Hitler, during his talks with Sir 4> Simon, indicated that he contemplated a programme equal to one-third of the British strength, which would be concentrate,d in tjie North Sea and the Baltic. While the British fleet is scattered world-wide this would be tantamount to equality, even superiority, in Home waters, especially- as the German vessels would all be new.
