COUNCIL'S MONTHLY MEETING ‘ The: monthly meeting of the "Waikoliu County Council was held at Te Karaka yesterday, those present being Crs, A. A. Fraser (chairman); H. H. Dods, C. Gaukrodger, J. EL Gardner, M. Doyle, 11. C. Boys, and G. H. Morice. Mr,a F. Kle B. Austin wrote asking that some repair work bo done to. The chairman, No. 4 District Highways Council, advised that the Main Highways Board had delegated to the council all the powers. conferred hy section 9 of the Main, Highways, Act 1922. in respect of the Patutahi-Itero main highway within the County of Waikohu. —The letter was received. The Prime Minister, replying to the council’s protest in connection With the Mortgage Corporation Bill, advised that an undertaking had been given to investigate.ibe possibil ity of providing some relief to local bodies in serious difficulties through non-liability of the Crown for payment of rates. —The letter was received. Authoritiesi were received from the Main Highways Board for expenditure of £253 10s, £3 for £l, and £45, £3 for £l, on the Gisborne-Opotiki, via JMotu, road. Ai letter was received from the East Coast Commissioner, intimating his approval of the proposed new Tarndale road, and expressing his willingness to assist the council in every way to get the road P u t through to the Huirua block. ■ An invitation wan received from the Gisborne Returned Soldiers Association to he represented at the Anzac Day memorial service— The clerk was instructed to have a wreath prepared. the invitation being accepted. Mr. "15. Dahin applied for permission to cut battens from timber on the Rakauroa-Tahora road.—lt was decided to grant the application, to apply to dead timber only, to the end of December . Mr F. Cook, president of the Waileoh a Returned Soldiers’ Association waited on the council with a request that the upkeep of the War Memorial at Te Karaka be undertaken by the council. The monument had been put in good repair recently by the R.S.A., but the funds of that body were now exhausted, Mr Cook stated, and further attention is, required to. the grounds surrounding the monument. It was felt, he added, that (the control should now he A'osted in some body which could assume it in perpetuity. —The request was agreed to by the unanimous vote of the council. Accounts amounting to £4238 were passed for payment. It was resolved to write to the P. and T. Department asking that the telephone poles on the Koranga main highway he removed 15ft. clear from the centre of the road. The engineer was authorised to purchase a roatl-nlaning machine. Cr. Dods moved that £BS he expended in opening up the stock route between Pu.hn and Kaitaratahi Cr. Doyle maintained that the other ridings whose ratepayers’ stock used tile road should contribute to the cost of the work, and come discussion arose, the motion eventually being carried by six votes to one. Cr. Doyle, member for the riding principally affected, dissenting from the motion. It was arranged that the chairman and Cr. Doyle, with other councillors if available, should meet the memmens of the Main Highways Board, when the board visits Gisborne next month. ENGINEER’S REPORT The report of the engineer, Mr. A. G Lucas, was as follows: — “Mbtu, Riding:' The conDactor metalling on the Front road has completed his contract. Several culverts are being renewed between Motuhora and Matawai and some narrow places widened. On the Koranga. highway a contract has been let tor quairying crushing, and carting 100 c. yds. of metal for the top end. Hatching has been carried out where necessary, On the Rakauroa-Tahora road, a contract has been let to deliver 500 c. yds. of 2in. metal on to the unmetalled portion near Quirk’s mill. Some metalling has been done on Moanui road. Men are still engaged filling out banks and taking off corners.

Waihuka Riding.—'TJio extra mm have been taken off Rakauroa-Tahora road. The contractor tor metalling on Makaretu road is again on the job, but is being held up owing to the railway not being able to take up the shingle as required. Some metal is being put on S war brick’s portion of the road. The school lias had. a coat of metal and is in first-class condition. The metalling contract on the Hihiroroa road has been completed, and some patching is being carried out on the hill portion. Metal chips are being put on the Otoko Hill highway where required and metal graded in. The contractor for metalling on the Front road has completed his contract, but owing to the larg-s number of stones over ' the specified size it has been necessary to have them 'Crushed, the cost being charged against the contract. "Unemployed are trimming batters and widening on portion of this road. A load of culvert pipes has been sent up to Whakarau to renew several culverts. The surfaceman, Mr Hyndman, who has.- been employed on the Motu Front road .for the past 20 years, has resigned and ha,s moved to -Gisborne.; “Mangatu Hiding.—The approaches to the steel bridge nave been com. plcted and two corners cut hack. One and a-lialf mile.?) of the Mangatu highway have been metalled. Main-, tenanco has been carried out ns "usual. . “Waipeoa Riding—The big slip'on the Huirirua rood lias been giving trouble again, bub has been cleared, and the road is open to traffic. ? The contractor has (started top-dressing on Armstrong hoad, Work still continues on Taindale road and settlers are already making use of tlie new work for stock. Several culverts have been put. in on the Pulia-Man-, , gatu highway - ..and the grader .'has graded in all loose metal. dVlaintoh.ance has been carried out as usual.

“Ngatapa riding.— The contractor basi made a. istart on the culvert at the Tangihau turn-off. Some metal is being put on the Hihiroroa road, as owing to a cloudburst a. great deal of damage was. done to the metalled •portions. Maintenance has been carried out a® usual.

“Kanakanaia Riding—Unemployed are again engaged on Wilson’s deviation; most of the heavy work on this portion has been completed. The metalling/at the top end,of Kanakanaia road lias been finished.

“Karaka Riding.— The metalling contract in the Karaka to.wmsliip has been held up owing to a fall in the quarry, the contractor being unable to get suitable top course metal. Extra drainage has been authorised by the highways engineer and this is now being carried out. Maintenance?* has been carried out a,s, usual.” The report was adopted.
