SWEEPING NEW ORDER IN • AMERICA EMERGENCY BANKLNG AMENDMENT (U.P.A. by Elec. Tel. Copyright) (Received Dec. 2t>, 11 pm.) WASHINGTON, Dec. 28. The .Secretary of the Treasury, Air Morganthau, to-night issued a sweep ing new order requiring delivery to the Treasury of all gold coin, bullion and certificates held in the United States with the following five exceptions to the order being permitted; (1) Gold bullion held under Federal license; (2) rare gold coin having a recognised value to nunusmatists; (3) gold not exceeding 100 dollars in the hands of individuals; (4) S°M coin bullion certificates owned by the 'Federal Reserve Bank and. the Finance Corporation; (5) gold now in Hawaii, the Philippinee) and other United States possessions. Air AT.organthau's order was issued under the authority ofi an emergency banking amendment, authorising the Treasury Secretary “to require delivery of gold coin, bullion and certificates to the Treasurer whenever in his judgment such action is necessary to protect the currency system of tbe United States” BRIEF CONGRESSIONAL SESCION PREDICTED (Received Dec, 29, 7 p.m.) WASHINGTON, Dec. 28. After conferring with the President, the Speaker, Air Rainey, Democratic leader, predicted that the Congressional session will be brief, with no disturbance of the Administration’s monetary programme. Air Rainey that the Democratic maojrity not only approves the monetary programme thus far, but with even little encouragement from the President, would monetize silver and “broaden our monetary base considerably.”
