NEW ISSUES OF CAPITAL- MUST WAIT EXPLANATION BY MINISTER ("British Official Wir-ele-s.-, RUGBY, May 18. For the present, he thinks it would not be in the public interest that large blocks of securities, including securities dealt in on the London changs, should be purchased from foreign holders with a view to their sale in this country, either by issue to the public or otherwise.
