OPENS ITS PARLOUR. LONDON, January 5. The Soviet is aiming to convert Aloscow into one of the world’s international banking centres, says the Riga correspondent of “The Times.” and is seeking to attract foreign capital with the bait of high interest. The Commissariat of Finance declares that (i, number °.f • capitalist countries have beoiome (unsafe fo 1 " keeping or investing capital in, and invites foreigners who are harassed by currency restrictions to trim for their money to the Soviet State Bank, which promises to pay 7 per cent, interest on current accounts. “This is a much higher rate than is paid by any other safe country,” it is added.
