BUILDING PROGRAAIAIE ABANDONED. SHORTAGE ON FUNDS. ( u.r.A. by Elec. Tel. Copy right.) (Roe. Jan. 11, " p.m.) , WASHINGTON. -Tan. 10. Air. Vinson, chairman.of the House Naval Affairs Committee, to-day announced that all programmes involving the building ol the navy to the London Treaty strength, had been abandoned as far as the present session is concerned. He said, that the Navy now held third place, but would probably chop to fourth, unless the building was authorised. Mr. Vinson said he believed that-Al r . Roosevelt favors strengthening the Navy, but must: spread the building over a period of years due to the shortage of funds in the Troasuiy.
