President Hoover, in a special message to-dav. urged either a speedy ratification of the protection convention to suppress trade in implements of war or special legislation empowering the Chief F.xoeuiive to limit or 1 orbul shipments of atm.' for military purposes. The message did not mention any specific conflict, such as the Pino, Japanese or Paraguay-Bollvinn wars
President floorer -aid. however, that the ratification of the international convention signed at Geneva in 1925 or special legislation to forbid anus shipments in cases where co-operation could i’e secured with other mayor arms manulacturing nations would aid in the prevention and limitation of war. “However.’' 1m added.
