Negotiations for the exchange «f Canadian cattle for Russian coal and oil are proceeding, Air. G. G. Scrkan, of Winnipeg, head of the Canadian promoting syndicate, announced today. President Hoover to-day referred the Philippine Tndonomlence Bill to* the Secretary for AVar, Air. Hurley, for a, report, and there are strong indications of the impending vetoing of the measure. Mr. Hurley left AYliitc House declaring that the measure does not solve the inherent difficulties of the Philippine problem, but merely accentuates them. He contended that the hill would reduce the authoiity °f the United States, but still hold it responsible. ,<
