Tlie Commissariat of Finance declares that a number of capitalist countries have become unsafe for the; keeping of investing capital and invites foreigners harassed by currency restrictions to transfer their money to the Soviet. State Rank, which promises io nay 7 per cent, interest on current accounts. This is a much higher rate than paid bv any other safe country.
