Tim Dailv Express city editor understands that a gigantic conversion scheme for the whole of the national debt is under consideration The greater part of the saving of interest payments would he equivalent to lSd in the income tax and would he passed to the taxpayer. A similar plan had liven carried out in Australia, where the Government stocks stand at n higher level to-day than before the conversion.
