The Times’ Riga correspondent states : “Pursuing a plan to stir up aboriginal and other black races, the Red International Secretariat . has appointed a special silb-comimission to work out a programme for agitating the American negroes in order to make them realise their part in ‘mobilising negro masses m various parts of the world,’ The sub-com-mission urges the American negroes to"-’ demand ' self-determination, as. the United States offers a fertile s’oil for national revolutionary movement. The secretariat has approved the programme and it is estimated if should be possible to enlist rtwo million negroes to fight under Communist leadership, also to provide cadres for ' commanding , blacks throughout the world against the domineering whites. The secretariat passed a resolution that it was necessary to impress the blacks with the injurious influence of religious missionaries.:.
