The difference between the North Canterbury Hospital Board and the Minister of Health (Won. J. A. Young) as to the appointment, of Hr. Mclntyre in succession to Dr. Blackmore ac Cashmere Sanatorium reveals a somewhat remarkable state of affairs. Under the Public Health Act it is provided that local Boards shall submit to the Minister the names of applicants for positions, andi that the Minister shall give them the .benefit of his advice. There is implied in the Act:, the fact that applications shall be called, but no definite statement of this) and no call for the Hospital Board to give more than due consideration to the opinion of the Minister. Thus it. is apparent that though the Department has not vet approved 'the appointment of Dr. Mclntyre, it lias no power to withhold approval. ’ -'
