SHANGHI, Feb. 17
An economical crisis and a financial panic reigns in three Eastern provinces controlled bv Ghangtsolin owing to tho depreciation of the currency. Changtsolin attempted a remedy by arresting and executing a number of the leading exchange brokers on charges of upsetting the money market. The root of the evil is the reckless and unrestricted issue of notes which are forced upon the population for the purpose of buying war supplies. The notes are worthless . Nine hundred native firms have suspended payment in the last two months.
