Baron Knto has been summoned and has competed Cabinet, assigning the portfolio of Justice, Commerce and Agricu’ture to the Kenseesai members Egi, Hayami, and Katoaka, respectively. The other Ministers as before were re-nppeinted. This fully accords with the expectations of the Press and others who are particularly scornful of the political manoeuvering of the Seiyukin. who by breaking up coalition and immediately making overtures to the Siyuhonis, give evidence of their real intentions of bid-' ding for power. Baron Kato lias now the opportunity to form a Ministrv purely from Kenseikai, retaining the former Alinisters therefrom. The Tvensaikai is the largest party in the Lower House, but does not command an alvsoluto majority.
