Two per cent, of the census of 1890 has been agreed upon as the quota basis and is to continue until Julv'l, 1927, when the so-called national origin method will be employed. The total admittances, however, are being restricted to 150,000 annually' from that date. Persons born in the independent countries of the Western Hemisphere will be admissible upon presentation of certificates, without reference to any quota. Canada is considered an independent country within tills provision. 0
