T ADIES and GENTLEMEN,— " In offering ourselves as Candidates for-Seats upon the Gisborne Harbor Board, we do so with one object and; one object only—that is to help to further the development of .Poverty Bay. In advocating the building of an up-to-date harbor, commensurate with the wealth and the requirements of this important district, and its expansion, we wish to state that, in our opinion, the Harbor Board did the right thing in engaging three of the "best engineers' it. was possible, 'to get within the Dominion (men of high professional standing), and in giving them a free hand to find the best possible harbor inside the bay, and to report on same. The report and plans have'.been submitted, details of which doubtless you are fully aware. The main .scheme of design for the new harbor, w? are satisfied, is good and sound, both from a navigator's point and from a commercial point of view, and if it can he built for Li,500,600, as the engineers say it can, we think the district is easily able to afford it, and will never regret tile expenditure. When the rating areas of the Harbor District are definitely defined, and the Borough of Gisborne and’ part of Cook County have an up-to-date valuation made, we have- every reason to expect that the capital value of the whole district will be considerably more than £15,00.000, which is the rateable value to-day. Therefore, to find interest and sink- j ing fund upon the loan, one can reasonably expect any rate to be levied will be below Id in the £.
