A Russian official report says: M. Tchitcherf announces that the military authorities in the Voronezh region report that the German command proposed a new boundary. Negotiations thereon with the Russian command have not resulted in an agreement. The Germans, on June 15, started an offensive in the region!-; of Varniska and Rostov; also advancing to-day in the Vetluisk region. M. Juveneff has issued a proclamation addressed to all on behalf of the People’s Commissaries for War, ordering the mobilisation of peasants who are not employing others and born from 1893 to 1897 inclusive, residing in 51 specified districts of twelve provinces and territories. Siberian, Orenburg and Cossack troops will he accepted. The men will remain on active service for six months and will be fed and clothed and paid the terms of the Red Army.
