OUTLOOK NOT HOPEFUL. Australian and N.Z. Cable Association WASHINGTON, May 21 Diplomatic advices say that the German Government is having the greatest difficulty in explaining to. the public why the West front drive has not been continued and the attack on the Italian front not started. The Chicago Daily News’ Stockholm correspondent reports: Judging by foreign exchange rates the Germans have not prospect of breaking through on the West front. The German Exchange had an upward trend at the beginning of the March offensive. Now it is several points lower than before the offensive, and i s falling daily.
