BOROUGH COUNCIL.

FORTNIGHTLY MEETING. ■ / S The fortnightly meeting of the Borough Council was held last evening. Present: His Worship the Mayor (Mr W. G. Sherratt), and Councillors Miller. Munns, Tucker, Wildish, Oman, Hill, Ball, Mouat and Wauchop. . A communication was received from the Tramways Appeal Board asking the Council to nominate a representative on the Board. —Or Munns was appointed. Mr G. F. \V. Taylor, Haiti, wrote drawing attention to the need for a street light on Wainui road between the light at Captain Chrisp’s and the one at the junction of the road. It was pointed out that part of the road was very dark and a horror to women. —Referred to the engineerF. J. Williams, A. G. Beets and M. A. Brown wrote drawing attention to the quantity of surface water lying about after every rain at the lower end of Hunter street, Te Hapara. They thought the position could be relieved if the drains were cleaned out or taken in a straight course from Hunter Street to Lytton road. It was stated by the writers that the drain adjoining Hunter street and running through a vacant section was still full of water and they had.great fears for the conditions during the coming 'winter.—Referred to the Works Committee. /

The Gisborne Engineering Company wrote in reference to their application for a license to generate and supply hydro-electric power and stating that tile .Minister for PublicWorks wished.to be supplied with information concerning the scope of the undertaking and the charge Tor energy. The Company desired to know the prospective large consumers so as to be able to answer this communication and asked that the Council’s officers be permitted to confer with Mr de Lautour as to the amount of power the Council would require and the rate at which it would be acceptable. 'The scheme, the letter concluded, was well forward, and it now rested with the power consumers to bring it to a successful conclusion.

The Mayor said they could not name the price. It was a question of what it could be delivered for. On the motion of Cr Munns, the electrical committee and tile engineer were appointed to wait on Mr de Lautour.

Mr C. Matthews wrote offering £lO for metal bins at Gentle Annie. • —Left with the engineer. Mr Frank Edwards wrote, urging the necessity for connecting Bailey road with the present sewerage system. —The Mayor said the work would be small and they could do it after the completion of the present contract. —-Cr Munns said, the condition of affairs existing was shameful. The street was very short and did not have more than 10 or 12 houses in it. It was surprising that the work had not been done before. i£e moved that it he referred to the Works Committee.—Cr Mouat said there was already a resolution in the minute book that the work should be done. —Cr Munns’ motion was carried. The War Funds Office wrote, stating that the monthly returns of permits issued under Section 33 of the War Regulations Act for February and March had not yet been received —The Town Clerk, under instructions from the Mayor, had replied stating that the regulations under the Act were not received until the ’ end of March or the beginning of April, and it was not known that a return for the months in question was desired. The only permits issued since the receipt were to the Y.M.C.A-, and were immediately forwarded to the War Funds Office. —The letter for the War Funds Office was received. Mr J. P. Gordon wrote protesting against an order to have the yard of the’ Railway Stables. Bright street, concreted. He was prepared to gravel the yard and board up the side nearest the dwelling-house adjoining.—The Mayor said they had nothing to do with the matter, which concerned the Health Officer. liiej could make, a recommendation if they pleased.—-Cr Munns moved that, the letter be to the Sanitary Committee. —Cr Mi 1 dish said lie had seen the stables, which were very clean, and Mr Gordon was prepared to do all that was reasonable.—Cr Oman supported this view. There wag only one place —where the vehicles and horses were washed down chat needed attention. Mr A. L. Fraser wrote drawing the Council’s attention to the necessity tor a turning place for vehicles at tlie southern end of Parau Street. He suggested that a portion of the road be metalled for the full width — Referred to Works Committee. Captain Pitt, on behalf of the Maori Soldiers’ Fund Committee, applied for the temporary connecting up of the electric light with the Park buildings, Te Hapara racecourse, for the purpose of a Maori meeting early in Mrac-h. 1919 for ihe purpose of raising further money for the Maori War Fund. — Referred to the Electrical Committee.

Miss F. M. Horneman applied on behalf of the united schools of Gisborne, for the use of the Borough Reserve so that two grounds could he marked out for basket ball. —Referred to the Reserves Committee with power to act and Miss Horneman to be asked to meet the Committee on the ground. The Ohinemuri Council forwarded for endorsement a resolution in favour of the Government taking over the whole of the arterial roads in the North Island and maintaining the same out of the consolidated revenue. After some discussion the letter was received. The hairdressers and tobacconists requisitioned the Council for permission to close their shops on Mondays, Tuesdays, AA'ednesdays and Fridays at 6 p.m., on Saturdays at 10.30,' with the exception of the working dav preceding Christmas Day, and New Year’s Day, when the hour of closing shall be 12 midnight. The requisition was signed by Frank AAhse, H. J. Fletcher, H. AY. Lucas, S. Earle. A. Penman, and B, Sutton. A, counter-petition was received signed by AVm. Miller, F. Davy, .G. McLachlan, Thomas Robmson, G. L’Huillier, and Arthur Owen. They claimed to ■be the principal firms in the trade.—Mr Barnard represented 'the counter-petitioners. —Air Coleman handed in a letter from Air Owen requesting that the Council should adjourn consideration of the matter till he knew the tastes of Air Hallamore.—This course was agreed to. .
