ANXIETY IN GOVERNMENT CIRCLES.

PASSIVE RESISTANCE ORGANISED. United Press —Copyright, Services. LONDON. April 16. The Irihh attitude on conscription and Home Rule is causing increasing anxiety in Government circles. The Tiniest. Dublin correspondent says Ulsterites accept conscription but-resolutely oppose Home Rule. They warn the Government that the questions must be kept wholly distinct. The Nationalists on the other hand have dropped Home Rule and are concentrating on passive resistance on conscription, the fear whereof lias produced in these days a close alliance between parties and persons who have been each other's ioerr- for three years. Mr. Wilson approached de Valera,, Healy and o ! J3rien, and the Church is heading the movement. Official and independent newspapers are combining to assist. The Rev Bradley, Catholic administrator of . Armagh parish, states that a solemn league and covenant* will be founded passively to resist, conscription. A number of meetings in Ireland passed resolutions of resistance.

Several Cork magistrates have resigned as a protest. The Court and Council yesterday refused to transact business. The Daily Chronicle states it. is understood Mr. Lloyd-George gave the Labor Ministers an emphatic assurance that, the Government would press the Home Rule Bill. It is expected Mr. Barnes will speak on the third reading to-day. A congress of Irish trade- un’ornsts meets on Saturday to discuss conscription. A majority are Ulstermen but it is' believed the congress veil be overwhelmingly against the pro-

posal . The Daily Telegraph’s Parliamentary correspondent' says the dramatic episode of Sir Edward Carson s intervention lias created a new Parliamentary situation.' He struck a true blow from behind, amid rapturous applause. The Nationalists rallied to Sir Edward Carson as a brother Irishman against the Government, it is true their ulterior objects are different, but their paths yesterday lay together.
