Cable Association LONDON, March 10Tlie Daily Telegraph's Madrid correspondent says that the Council of Ministers approved of a Royal electee authorising the expenditure of eight million pounds sterling in increased officers’ pay and a large increase in th© army, including one artillery and two infantry divisions; also strengthening the naval bases against invasion. The public is astonished, believing that the decree is unconstitutional. There lias been nothing similar in Spain’s political history. It is a heavy blow to the democracy. Signoy Gimcno, Minister for the NaXy, representing Signor Romaiionc s section. lias resigned in protest, precipitating a Cabinet crisis, the Cabinet resigned and the King accepted Signor Grieto’s resignation.
