Practically every Belgian official declined to co-operate with Germany 7 in a scheme to form Flemish and Waloon sections. Dr. von Bethmann-Holl-weg and General Falkenhausen sought to find an alternative, but it is expected the Belgians’ patriotism will force a postponement of the partition .
