APPEAL BY THE NOBLES

(Received Feb. 16, 5.5 p.m.) PETROGRAD, Feb. 16. The Russian nobles’ agitation for a Government possessing the country’s confidence is unabated, and nearly all the annual assemblies of nobles passed a resolution declaring that the only way to secure the country’s welfare and guard the Throne is to carry out the principles enunciated by the Nobles’ Congress.
