(UNITED PRESS ASSOCIATION' '<£XI>VRIGHT.4 (Received Feb. 24, 5.10 p.m.) PARIS, Feb. 24. Noisy demonstrations such as the blowing of whistles, against the three years’ service law were made at the unveiling by the Mar Minister (M. Noulens) of* a monument to his predecessor (M.
