TITLED WOMAN ARRESTED. [UNITED PEESS ASSOCIATION —OOPf EIGHT , (Received Julv 27. 5.5 p.m.) BERLIN, July 27. A Countess, the wife of a German officer, has been arrested. She kept handsome apartments and conducted a money-lending and matrimonial agency, by means of which she victimised army officers.
