PRECAUTIONS AGAINST FAILURE OF SETTLEMENT.

The Government has taken elaborate precautions in tho event of the failure of a settlement. Ten thousand troops are distributed over the Rand, and the police have been armed, while Corner House and tho Power station have been fortified with machine guns.
