LONDON. May 28. “Tho “Manchester Guardian’s” Paris correspondent states that the Triclinium Bill was imposed on Franca by Russia, who practically threatened a rupture of the alliance if the demands were not conceded.
CONCILIATING THE SOCIALISTS.
NEW INCOME TAX BILL
PARIS. May 28
With a view to conciliating the Socialists the Government has introduced a Progressive Income Tax Bill to cover interest on redemption of a forty million military loan, commencing on January, 1915. . It will impose one per centum on incomes up_ t-o £2OOO, two per centum’ up to incomes of £4OOO, and three per centum above £4OOO. The first £4OO of income will be exempt. There will be a further exemption of £4O per child under tho ago of 16, or parent or grandparents over the age of 70 years dependent on a taxpayer. The total yield is estimated at £2,200,000. Tho Chamber of Deputies voted, tho first year’s expense of retaining timeexpired soldiers with the colors.
