HAWKE’S BAY EDUCATION BOARD.

MEETING YESTERDAY.

r BY TELEGRAPH- SPECIAL COlilii-iiONBENT] NAPIER, May 29. The usual monthly meeting of the Hawke’s Bay Education Board was held to-day, there I*Ging> present: Messrs Whittington (chairman), J. R. Kirk, G. Shcap, W. Morgan, G. F. Roach, M. McLeod, and Rev. A. Grant.

A request from the Ormond committee for a subsidy for repairs to fencing was referred to .the Board’s foreman, while an application from Rakauron for a subsidy for lining and flooring was referred to the inspectors to report to the chairman, who was' given power to act on their report. To Karaka’s application for alterations to a'drain was referred to the foreman.

Tho Otolco committee asked for a new school or the removal of the present one to a new site, and the matter was left to Messrs Morgan, Kirk, and McLeod to interview the District Engineer at 'Gisborne. The Wairoa committee asked for an additional shed, and the application was referred to tho inspectors. The Wairoa County Council wrote asking that the Wairoa public school be constituted a district high school. — The Board decided to write to the Council expressing sympathy with the application, ami intimating that as soon as tho -school had the necessary attendance tho application would' be favorably dealt with.

Several applications were received for boarding allowance for children away from home, and in all cases these were granted. The Auditor-General returned tlic balance-sheet certified correct. Letters were received from the Education Department, Wellington, approving of a grant of £2OOO for a new school and site, at Napier West, and of £2370 for a new school at Mail ora South.

The householders at P-elano petitioned that the election of a committee bo declared void, because the person elected as chairman was not a householder and, not otherwise qualified under the. Education Act. —The petition was granted, and a date fixed for the new election.

Inspector St radian thanked the Board for his appointment as assistant inspector, and relVrred to certain matters of policy. Foreman’s Report. The foreman reported that the conveniences at Gisborne school had been completed, and also upon the progress of the additions at Mangapapa. He stated that the site for the erection of the Matawai school had been approved and tho timber was on the site, but that it would be about four months before the school would be complete. Tho school additions at Waipiro Bay had been completed, as had the additions to the conveniences at Tologa Bay, but .at the latter school nothing had yet been done by the committee to tho shelter shed floor or fencing of the horse paddock.—These matters were referred to the committee for attention.

Miss Magill, of West-shore, was granted three months’ sick leave. A complaint from the Patutahi committee re the non-promotion of a pupil from Standard V. was fully considered together with a noto of the marks obtained bv the various pupils in the class, and tho matter was referred xo the-headmaster for an explanation. Tho question of the purchase of library books for schools_ was referred to a committee comprising Mr. J. R. Kirk and the two inspectors, to draw up a complete schedule of books suitable for school libraries.

Mr. J. Hogg requested payment of travelling expenses.—Declined.

Chairman’s Report

Tlio chairman reported as follows: “Appointments made.—Miss I Hansen, pupil teacher, Westshore; Miss E. Hull, pupil teacher, Port Ahuriri. “Transfers made.—Miss Movtleman, probationer, from To Arai to Norsewood; Mr. Wills, probationer,# from Ormondville to To Arai.

“Resignations received.— Miss 1.. Thompson, assistant at Moh aka ; Miss Lumsden, assistant at Port Awaiiui; Miss Russell, assistant at Takapau; Miss Baker, sole teacher Whatatutu.

“Miss Chambers declined appointment to the Maractotara school, which is closed. “The Anaroa school is shut, there being insufficient children to .warrant the employment of teacher. The Maine to tarii. school is closed as accommodation lor- the teacher is not p-r-o----curable.

“Inspector St radian t-ook up his duties on 2Gth inst. Tlio Board’s new offices will bo available for occupation at the beginning of nextmonth.”

Votes of thanks were passed to all who had assisted at the visit of H.M.iS. New Zealand to Napier and Gisborne. Mr. Nelson- headmaster at Moliaka school, and art old schvant or the Boavd, died last month. It was decided to send an expression of sympathy to the relatives. Technical Education. Tlyi director of technical education, submitted his monthly report, showing that ho had visited Kaiti, To Hapara, Makaraka, To Arai, Patutahi, Puha, Te Karaka, Ormond and Wac-renka-a-liika schools. The average attendance on days of visit was 92 per cent. Miss Violet Hyde, _ the newly-ap-pointed domestic science mistress, commenced her duties on Ist May. The average attendance at Gisborne in domestic science and woodwork-was 90 per cent. This was lower than at Hastings, Waipawa, Dannevirke, or WocdviUe.

Mr. Hawkins, woodwork instructor at Gisborne, applied; for a supply’of tools.—Granted. It was pointed out that all tools at this centre are the propery of the Gisborne High School oard) of Governors, and' the room and tools are now used principally by public school classes. It was decided that tools and apparatus be pur chased by the Education Board in future, and that the application bo granted. The director reported that during tho -month the attendance at the teachers’ Saturday classes had been very satisfactory. Accounts amo anting to £6493 wero passed for payment, and included J. Townley, furniture, Tologa Bay, £1 10s; Tologa Bay, grant for gates, £3; Whatatutu, subsidy on ladder, 15s; Aickin and Son, breastwork, Kjait-i; £32; I|polo and Lusty, fitting desks, Waipiro Bay, £2 8s; Waipiro Trading Co., 10s 6d; Redstone and Sons, £2 ss; T. Kirk, repairs, Makaraka, £l2; J. Townley, furniture, £2 17s 6d; Ngatapa committee, subsidy for improvements, £7 Is 3d; J. Gordon, fence, Oto-ko, £lO 4s 6d; Tokomaru Bay committee, subsidy asphalting, £4 5s 9d ; J. Jackson, on account residence, Opoutama, £BS; to Wade, basins £2 14s; To Hapara committee, subsidy asphalting, £7: Carrut-hers and Loach, on account additions. Wainiro Bay, £lB2 10s :_Evans, Neild and Co. on account, additions Mangapapa, £140; J. Jackson, on account residence Opoutama, £125; E. AV. Inspector Hill reported on tho lack of knowledge of tho regulations on the part of young teachers, and it was decided that a copy of tho Board’s regulations and standard regulations be kept in every class-room, and that the teacher using such room bo required to initial and date the regulations when read, and that tho inspectors report on the matter. Mr. Loten suggested that in tho meantime in the south and , middle wards the technical associations he asked to conduct classes in first aid, ambulance, and dissection for D. candidates. —Adopted. Tho class instituted by the Board by correspondence for unclassified teachers is being well supported. Twenty-five arc talcing the course in Englisil and composition, 21 in arithmetic, .9 in mathematics. 18 in methods of teaching, 15 in history and civics, 20 in geography, 16 in hygiene, 1G in agriculture, and 11 in dairy science. .

A very satisfactory report was re-ceived-from Mr. Morris, director of the Hastings technical school. It was decided to appoint Mr Beach to wait upon the Hastings Borough Council and request a for plumbing classes. ■'• t <
