CHAIRMANSHIP OF COMMITTEES GOVERNMENT CAUGHT NAPPING. By Telegraph—Special Correspondent. WELLINGTON, July 1. > Tka Goweirnment apparently have been 'caught napping over the Chairmanship of Committees. They have neglected! to give notice to move tor the appointment of a Chairman for the session and!, as to-morrow the Noconfidence debate will come on and take precedence of other business, the appointment must be leftover in the meantime. If Air Massey was in the division, the .Chairmanship of Committees will therefore he the gift of his party.
