QUESTION OF DUES AND NATIONALITIES.

The Newspapers arc beginning to discuss the United States congress resolution to exempt American coasters from Panama dues, and Canada’s consequent threat to retaliate against American shipping in Canada’s waterways. Some Americans propose compliance with the letter of the Hay-Pauncefote treaty providing for the entire equality of all nations using the canal, hilt suggest the payment of a subsidy equivalent to the tolls on American ships. The "Manchester Guardian” .remarks that although scrupulous Americans denounce the last-named- policy as discreditable and the evasion of the international obligation, it seems to us that the rebates would be less injurious to foreigners than direct exemption, inasmuch as the subsidies would come from the American Treasury, and would be a burden to the Amercian tax-payer—not to the foreign shipping and commerce.
