PROPOSED PARLIAMENT AT EDINBURGH. [UNITED PEESS ASSOCIATION—COPYRIGHT.] LONDON, August 10. Sir H. Dalziel, Liberal member for Kirkcaldy Burghs, will introduce the Scottish Home Rule Bill on Wednesday. He proposes a Parliament at Edinburgh, comprising 144 members, being two members for each of the present constituencies. He does not propose any change of the present representation at Westminster until the Federal system has been adopted.
