Sir Harry Bawson opened Parliament at noon. The speech congratulated the people on the steadily growing prosperity of tho State, the improvement in tbe prospeots for all classes, and tbe splendid position of the flounces The Treasury returns show an unprecedented surplus, and that the loan expenditure is the lowest on record. The Estimates are framed eemomically, whilst providing for industrial development. Beferriog to Mr iLddon’s visit, His Excellenoy Baid : News of the death was reoeived with profound sorrow, New South Wales sharing in tho common mourniog for one whose loss, not only to New Zealand, but to tbe Empire and humanity, will be greatly felt. As regards railway administration and the Lands Commission’s reports, Parliament, he said, would be asked to legislate on both matters. Tbe proposals in connection with the railways include dissolution of the present Commission, and alteration of the basis whereon the Board of Management was appointed. The Bills promised include Bemisßion of Primary Public Schools Fees, Development of Closer Settlement, Babbit Destruction, State Savinga and Land Bank, Suppression of Gambling, Amendment of Arbitration Act, Murray Waters, and a Pure Fond Bill.
