There was a demonstration among the people round the Winter Palace, where, amidst a magnificent ceremonial, the Czar arrived alrno-t by et-altb. He addressed the Council of tho Empire and the Douma. The colorless speech from the throne was received in stony silence by tbe Douma, and applauded only by the Court and bureaucrats. The speech created the deepest disappointment. He commenced by promising to watch over the stability of institutions granted, and he emphasised tho words as ho proceeded. He declared that the welfare of the State demanded equal liberty and order, based on right. He prayed for a blessing on the labors of the Council and Douma.
The Czar and Empress have returned to Peterhoff.
CHEERING THE PROCESSION.

Eager crowds in the direction of Taurile Palace warmly cheered the precession of members of the Douma thither. Professor Mouromtseil, of Moeoow, was elected President. The Douma resolved to atk for an amnesty for political prisoners.
