There are two classes of electors, the first comprising owners of land and houses, exceeding the valne of 3000 roubles in Moscow and St, Petersburg, and 1500 roubles in other large towns; the second comprising holders of industrial and commercial patents, tenants paying a residential tax of 33 roubles annually. For the country, as distinguished from large towns, each province will elect members of the Assembly, the voters comprising land owners, electors in small towDS, and peasants.
