In the House of Lords the Duke of Devonshire moved resolutions disapprov-' ing of any proposal tq establish a general or penal tariff, or any system of oolonial preference based on taxation of food. The “ previous question ” was carried by 121 to 57. Tho Duke of Devonshire remarked that the resolutions did not controvert the Government polioy as defined by themselves, but condemned the policy of the Tariff Reform League. Lord Goseheu said that Mr Balfour ought to declare whether or not his policy fundamentally differed from Mr Chamberlain’s. Received 11,50 p.m., July 28. In the House of Commons, in response to Mr Crook’s appeal, the Nationalists discontinued blocking private Bills. Replying to Mr Redmond’s declaration that the Irish Land Acts Amendment Bill would be treated as highly controversial Mr Balfour announced that it was impossible to proceed with the Bill. Mr Black gave notice to move to introduce a Bill providing for the Colonial Conference debarring the British delegates from entertaining proposals for preferential trade with the colonies founded upon preferential taxation of wheat and flour. : I

In the House of Lords Lord Lansdowne, speaking to the Dnke of Devonshire’s resolutions, said the Government was bound by Mr Balfour’s deolarations alone. He twitted tho Duke of Devonshire with approving of the two last Colonial Conferences, whioh dealt with the very questions he now objeoted to. His resolutions tended to bind the Conference before it was held. It was also objectionable because ho asked the House to pass judg~ mont on a matter not yet before Parliament. .
