TO THE ELECTORS OF THE COUNTIES OF COOK AND WAIAPU. y adIES AND GENTLEMEN,— In consenting to be nominated as a candidate for the .vacant seat on the Harbor Board. I do so because 1 feol wo i arc not getting value for our mone> whioh b6 »the’rapia growth of our district, an outer and deep-water harbor must be pro vided for in a very few y e « 8! “" d 'b‘ 6a y e d obieot in view, every pound that oan from being sunk in tho present p and temporary river improvement should be saved for a moro useful and last m g 1 US e In tho meantime, the boat poe '‘„l“ should ba made of the river and a ™ nomioal way of ! keeping it open shouki bo found. With that object, I favor a look on the Turanganui (as already recommended to the Harbor Board by a qualified engineer), m order that the water could be lot go at lo tide (when running out), so as to assist in scouring tho channel. I also advocate the favorable oonsidoration of adopting a sandpump in place of the so-called grab dredgo “ John Towr.ley,” which, I fear, is grabbing more rates than anything else, for I noboe that the wages alone for this dredge amount ed last year to £915 19s 6d without coal and the oost of repairs (whioh are Eot spcoially recorded), but whioh would, no doubt, make a big hole in another £2OOO. _ , List year’s revenue of the Horbor Board amounted to £12,664 12s 4d, of which the Waiapu County directly contributed £9ll 3s Bd. Take the revenue for the Inst six years, and it amounts to well over £6O 000, which is all spent, with £30,000 of the ong;nal loan money, showing, therefore, that over £90,000 has been spent by the Boaid in the fast six years. What is there to show for it. and how has it benefited us bearing in mind that our lighterage and wharfage charges are greater now than before a pound was speut on tho river woiks, which'must have absorbed nearly rrnich monoy as would he required to provide us with a deep-water harborI do net propose to moke any e.nvass beyond this address, but would atk all County and waiapu Ratepayersto make it their d y to go to the Poll ou MONDAY NEXT, the sth of June, and reoord their votes m favor cf the candidate who they think is best able to assist in curbing the present wasteful administration.

I am, etc., W. DOUGL&S LYSNAR.
