SPECIAL LOANS IN COUNTY FOR CONSOLIDATION

A decision to consolidate certain of the special Joans within the Cook County, making them a charge on the general account, and retaining the remainder as a charge on their respective rating areas, was made at the meeting of the council yesterday. The special' loans of £167,800 were expended as follows: — Highways.— Gisborne - Opotiki, via coast, £21,153; Gisborne-Opotiki, via

Motu, £0067; Gisborne-Wairoa, via Hangaroa, £29,127; Gisborne-Wairoa, via Morere, £17,202; Patutahi-Rere, £9282; Ormond-Waiohika. £9225; total, £92,050.

Bounty Roads.—-Gisborne riding, £1628; Tiniroto, £11,216; Te Aroha, £2122; Muriwai, £1003; Pakarae, £2500: Patutahi, £1416; Pouawa, £995; Taruheru, £1513; Waimata, £15,174;] Waingake, £16,868; Whataupoko, £2700: total, £57.135. Machinery.-—£4927. Loan Obarges.—£9394.

1948-lu expenditure.- —Patutahi-Rere highway, £3200; balance —cash in hand, £IOBB.

Total expenditure.— £167,800. The balance of £IOBB is allocated for expenditure as fellows: —Patutahi-Rere highway. £633; Waimata riding, £365; Tiniroto riding, £45; plant purchase, £-15.

In connection with the figure of £11,216 shown against the Tiniroto riding, an explanation was necessary, said " the county clerk, Mr. R. K. Gardiner. The greater part was expended on the old Hangaroa riding, later divided into Te Aroha and Tiniroto. He had been unable to secure any information which would show the division between the two. Mr. Gardiner explained that when the location of the highways in each riding was taken into account it whs seen that the money was fairly evenly distributed over the whole county.

In reply to Mr. F. S. Bowen, he said most of the money had been spent on highways now taken over by the Main Highways Board, and the board had not taken over any loan indebtedness. The chairman, Mr. Roland Graham, said he had spoken strongly against consolidating- special loans a year ago, but he considered it differently now it was suggested that ridings retain responsibility for loans benefiting only their ridings and consolidating loans expended on highways taken over by the Main Highways Board. Mr. Gardiner said the change would mean a reduction in the annual charge of from £2673 to £1754. The loans that would remain a charge on their respective rating areas would be Taurau Valley No. 1 and 2, Mangapoike brdiges No. 1 and 2, Waimata bridges, Westmere, Lavenham bridge, Hangaroa—Tahora Nos. 1,2, 3 and 4,

Twistleton’s Hill and Waingake. To Mr. Bowan, he agreed that in six years those special loans would be completed and the large loan had 11 years yet to operate.
