LIMIT ON FOREIGN MINISTERS’ POWERS

PARIS, Aug. 25,

The first move to limit the authority of the Foreign Ministers’ “Cabinet” was made by the central purposes committee of the European Assembly at Strasbourg today. The committee agreed unanimously to recommend that the Foreign Ministers should get the approval of the Assembly before inviting new members to join the Council of Europe. At present the Foreign Ministers can invite new members without consulting the Assembly. The recommendation must be debated by the Assembly and, if agreed on, will go to the Foreign Ministers for their decision.

The recommendation would operate at the next meeting of the Assembly if accepted by the Foreign Ministers. Western Germany might be the first country affected. Mr. Churchill has already proposed a special session of the Assembly in January to deal with Germany's application.
