SENATE AMENDS AID BILL EXTENSION

(11 a.m.) WASHINGTON, April 7. The Senate yesterday again failed to take final action on the Bill extending Marshall Aid to Europe. The Senate leaders expressed the hope that the Senate might complete action on the Bill today. The Senate yesterday adopted an amendment by Senator Owen Brewster, (Republican. Maine). This provided that American aid to any nation would terminate “if such assistance would be inconsistent with the obligations of the United States under the United Nations Charter to refrain from giving assistance to any State against which the United Nations is taking preventive or enforcement action.”

Senator Brewster said the adoption of the amendment would exercise a very persuasive influence on the Dutch Government towards the settlement of the Indonesian dispute. He said that unless that dispute were settled it would be a major hurdle to the Senate's approval of the newly-signed North Atlantic Treaty of which Holland was a signatory.
