ISRAEL’S PROPOSED CONSTITUTION

NEW YORK, Dec. 8. The Israeli Government's proposed constitution for a new Jewish State have reached Washington, says the Herald Tribute. It provides for a strong Prime Minister and makes the President largely a figurehead. The constitution, it is reported, combines the aspects of American, French and British systems of Government with some fundamentals of ancient Jewish law and applies the result to a modern industrial economy. The constitution establishes the framework for a socialist State, prohibits the death penalty and goes beyond any existing document of its kind in setting forth basic human rights. The President is made head of the State, but his powers are sharply defined. He cannot veto legislation and cannot fake action of his own accord without (he approval of the Prime Minister or a Cabinet member.
