Soviet Veto Again: Opposition To Ceylon’s Admission

(11 a.m.) PARIS, Dec. 15. The Soviet cast its twenty-ninth veto in the Security Council today to keep Ceylon out of the United Nations. It was Russia’s second veto on Ceylon’s application. She has now used 13 out of her twenty-nine vetoes in the council to bar seven countries from membership.

Before the vote on Ceylon the council adopted a French proposal to defer voting on Israel’s membership application until Friday. M. Malik (Russia) and M. Tarasenko (Ukraine) cast the only two votes against Ceylon. The vote was 9 —2. The vote on the French proposal followed a bitter attack on Israel’s application for membership by Faris El Khouri (Syria), who called Jewish soldiers "gangsters.” The United States and the Russian delegates said they favoured immediate action, but agreed to the short delay. A stormy session is expected on Friday. Sir Alexander Cadogan .'(Britain} told the council that he was going to present another resolution asking for the indefinite postponement of action on Israel’s application. M. Malik said that if the Security Council considered Ceylon’s application —which Russia vetoed previously—it should also consider the applications of half a dozen other nations.
