(11 a.m.) NEW DELHI, Dec. 15. The Indian Commonwealth Relations Ministry said that India and Pakistan had reached a “very substantial measure of agreement’’ on many outstanding differences in the nine days’ interDominion conference. The problem of Kashmir was not discussed. The conference agreed to set up before the end of January a tribunal to settle boundary disputes between East and West Bengal and between East Bengal and Assam. The conference also decided to establish an information consultative committee to review press publications, broadcasting and films. A Minister from each Dominion and representatives of the press would be included in the committee.
