RUSSIANS TO SUSPEND RETURN OF JAPS.
(10 a.m.) TOKYO. Dec. 12 The Russians have informed General MacArthur they will suspend the repatriation of Japanese during the winter. They said that no. Japanese would be repatriated from Siberia and other Soviet-controlled areas until the resumption of navigation because of climatic conditions. This means that more than 400,000 Japanese will spend their fourth winter in Russian hands. General MacArthur's spokesman said that this Soviet action was in disregard of related Supreme Headquarters offers of assistance on overcoming alleged navigational and climatic conditions
