EFFORTS TO SETTLE ROME STRIKE FAIL'
(11 a.m.) LONDON, Oct. 3. Negotiations to end the eight days’ old strike ot 14,000 municipal workers again broke down when the Mayor rejected the workers’ wage demands, says the British United Press correspondent in Rome. Rome’s streets are piled high with garbage left to rot. Local taxes have not been collected and the official birth and marriage registrars remain closed.
