RUSSIANS REFUSE TO GUARD BERLIN ASSEMBLY
LONDON, Oct. 1. Major-General Kotikov, the Russian commandant of Berlin, rejected a month-old request by the Berlin City Assembly for a guarantee of protection in the Russian sector, says the British United Press correspondent in Berlin. General Kotikov told the president of the Assembly, Dr. Otto Suhr, to apply to the Russian-sector German police. Dr. Suhr had pointed out in a letter that these police had made no attempt to prevent Communist disturbances during previous meetings of the Assembly.
